same_bulk_phase_as → toric

After each round, contracting the just-measured matching and applying a depth-one local Clifford change of basis maps the instantaneous stabilizer group to toric-code stabilizers on a coarser lattice. The equivalence is frame-by-frame; the full protocol still has spacetime detectors and a nontrivial anyon automorphism.
